Minkoff is being positioned as creative lead, with the deal still described as advanced talks

The September 25 announcement puts Minkoff at the center of Storm Dogs. Trade reporting describes him as being in advanced discussions to develop and executive produce the project, while Particle 6's release positions him as creative lead working alongside founder and CEO Eline van der Velden on the story, characters and screenplay.

That distinction is worth preserving. This is not a finished package with a locked production date and release strategy. Storm Dogs remains in early development, with production targeted for 2027.

The story gives the technology a very specific problem to solve

Van der Velden's original idea takes place in an English village during a devastating storm. Two-year-old Poppy becomes separated from her caregiver, leaving five very different dogs to get her home.

The journey unfolds over roughly 24 hours through flooded fields, damaged bridges and storm-ravaged countryside. The mismatched animals gradually become a family, while Poppy's dog-fearing mother is forced to reconsider the creatures she distrusts.

That makes Minkoff's involvement particularly legible. The Lion King dealt with fully animated animal performance, while Stuart Little integrated a digital animal character into live-action environments. Storm Dogs proposes another variation by adding emerging AI systems to the production pipeline.

Particle 6 is pitching a hybrid pipeline, not an entirely generated movie

According to the company, human roles would be shot conventionally. Poppy and the dogs would become photorealistic animated characters through a combination of live-action performance, traditional filmmaking techniques and emerging AI tools.

Particle 6 says it is developing a performance-driven process that translates an actor's facial expressions, physicality, timing and emotional decisions into those digital characters. The performer would therefore contribute more than a voice recording.

That is still a production claim rather than a demonstrated feature-film result. Particle 6 has not publicly laid out the complete Storm Dogs pipeline or identified every model and software system that would be used.

Tilly Norwood makes the studio's name impossible to separate from the AI debate

Particle 6 describes itself as an AI-first and AI-hybrid production studio working across film, television and branded content.

Its most visible creation has been Tilly Norwood, a synthetic character presented by the company as an AI actor. SAG-AFTRA responded in September 2025 by rejecting the idea that Norwood should be considered an actor and warning against replacing human performers with synthetic ones.

The union also reminded signatory producers that synthetic-performer use is subject to contractual notice and bargaining obligations.

Storm Dogs shifts the framing. Particle 6 is not describing the dogs and child as autonomous performers replacing all human input. Its public pitch instead emphasizes human performances being translated into animated characters.

That does not by itself answer questions about training data, consent, employment or rights. The production has not disclosed enough contractual or technical detail to determine how each of those issues will be handled.

Minkoff gives Particle 6 something technology cannot announce for itself

Van der Velden's case for Minkoff focuses on his understanding of animal characters, comedy and emotional storytelling. His value to Storm Dogs is therefore not simply celebrity attachment. He brings decades of practical experience deciding whether a non-human character actually works as a character.

Minkoff has said his visit to Particle 6 convinced him that the team was serious about story and performance as well as new production methods. His own statement frames the technology as a way to expand filmmakers' options rather than as the point of the film.

For Particle 6, that is a useful transition. Technology demonstrations can be evaluated on novelty. A family feature ultimately has to make audiences care about Poppy and the dogs after the novelty has worn off.

Most of the movie still exists in the future tense

Storm Dogs has no release date. Production is targeted for 2027, leaving a substantial development period ahead.

No cast has been announced, no budget has been disclosed and there is currently no announced distributor. Minkoff's development and executive-producing involvement is also still being reported as an advanced-discussions situation.

September 25 therefore does not mark the arrival of a finished AI movie. It marks an attempt to move Particle 6's hybrid filmmaking model into a conventional narrative feature with a veteran filmmaker whose career has repeatedly dealt with the same basic challenge: making imaginary animals feel alive enough that an audience stops thinking about how they were made.
